Brief Description: Newsletter published on board the U.S.F.S. Olympia in Manila, Philippine Islands commemorating the American victory at the battle of Manila Bay which took place on May 1, 1898 during the Spanish-American War. The American Asiatic Squadron under the command of Commodore George Dewey destroyed the Spanish Pacific Squadron under the command of Rear Admiral Patricio Montojo. The battle marked the end of the Spanish colonial period in the Philippines. The Bounding Billow was a sailor-written newspaper published aboard the Olympia from 1897 to 1898. It documented key events in the Spanish-American War, daily lives of the sailors and included a report on the sinking of the U.S.S. Maine in Havana Harbor, Cuba. In this issue it gave a firsthand account of the battle of Manila Bay in which the Olympia was the flagship. Front cover is a colored illustration of the Liberty Bell with the stars and stripes draped around it with an eagle above it. Above is: "We came! We saw! We conquered!". Underneath the patriotic illustration is: "Twas Cuba and our honor, to avenge our heroes slain, that victory wreathed our banner when we fought the ships of Spain". Back cover features a map Manila Bay - scene of the action
