Brief Description: The Samana Bay Company was created to lease the port city of Santa Barbara on Samana Bay to build a modern commercial port. The purpose was to possibly populate the area with former slaves, an idea thought of by abolitionists including Julia Ward Howe and also including President Ulysses Grant. Santo Domingo would become the 38th state but this proposal was declined twice by Congress; the president of Santo Domingo was ousted by a coup and his successor took down the flag pictured in the map and voided the lease.
