Historical Context: In the early 20th century immigrants sought a better life in the United States to escape poverty and discrimination. Many immigrants came from eastern and southern Europe. The Immigration Act of 1924 and the Asian Exclusion Act, a federal law preventing immigration from Asia and eastern and southern Europe. In 1927, the 1924 act was modified and began using census data to keep track of immigrants.
